Obviously he knows not to do this. The last time he did, there was a huge brouhaha, during which his administration and apologists protested that he "did not bow" to the Saudi Prince.
So it's not possible he is unaware that this is totally against American protocol...he very clearly has consciously CHOSEN to do this.
The question is, what in the world does it mean?
